COES exists to provide Tier 2 oil spill response services to the oil & gas exploration, development and production operators both China offshore and international sea area, also offer technical support to Tier 1 and Tier 3 responses. |
Procedure of COES Tier 2 response: |

- Emergency call received by COES¡¯s operations centre from the representative of client.
- Auto-record system launched and the message clarified.
- Activated the Tier 2 response procedure

- Each full response team (off duty time) will be available at COES¡¯s Tang gu base within 30 minutes.

| Spilt Oil Dispersion Information System |
COES ¡®s Spilt Oil Dispersion Information System has been developed to predict the location of impact from a particular source, its movement and trajectory for entire China Offshore and shoreline. The analysis of spilt oil movement and property identifying based the data assigned of the speed and direction of currency and wind, has significantly helped operators in dealing with response more quick and precisely. The system can also predict the central point and the thickness, area, dimension of the spilt oil with adjustable function during the processing. The length of shoreline affected by the spilt oil can be carried out by this system since the database of sensitive area, the town onshore and the facilities offshore has been installed.
