China Offshore Environmental Service Lid (COES) is a limited company funded by CNOOC and QingDao Huanhai offshore engineering Institute, registered in the ST zone of Tianjun in October of 2002
    The range of services are :- split oil recovery and treatment, relevant technology development waste oil, waste water and waste solid materials treatment; facilities, equipments maintenance and improvement and upgrading; importing, developing and marketing of environmental protection production; promotion of environmental technology, application and consultancy.
    Spilt oil recovery and treatment; Oil /water sludge control and treatment, ship tanker wash up; help to organizing response exercises and offshore construction survey
    Making contingency plan and response plan, deployment of oil spills response equipments; response technique consultancy services; split oil dispersion modeling

    COES has been found with great support and assistance from CNOOC, under the leadership of COOBC. The establishment of COES was significant event in the oil spill response field, COES became unique one with international recognized capability of tier 2 response in China.

    The main function of COES is provision of international preparedness and response service for exploration and development in China Offshore, as well as training exercises, recovery tools/equipment maintenance and management.

    Company is committed, from beginning, to the promotion and delivery of all services to international standard. In its head office in Tang gu COES owns living district and storage workshop in total of 1900 square meter. Plus exercises field, equipment wash up pool, and waste water treatment process plant together 6000 square meter

    Company has been also equipped with advanced split oil recovery facilities including large oil containment boom RO-CLEAN DESMI from Denmark and steam generated LAMOR heavy oil skimmer, Ship carry skimmer from Finland. In order to handling the oil spill fate efficiently and effectively company has purchased other advanced equipments of skimmer, shoreline vacuum and related facilities. An all terrain control center system has built up with communication network and resources.

    Company has now 28 full- time member of staff in which there were 14 equipped with Bachelor degree, 9 with honorary diploma and 5 with diploma, most of them have had first line offshore experience. All the member of staff have been accredited with IMO OPRC2 certificate and, 7 granted with certificate of response and liability & compensation issued by SOA. Based on the key issues identified for further development, company invited a number of international experts , Mr.fleming from Denmark, Mr Andy from Britain and specialists from EARL, Singapore, to deliver a various training subjects for company member of staff. Mr. Fleming has been appointed as long term COES consultant for advising the recovery of heavy oil project, introducing the frontal techniques and advanced management model in the world.

    COES also trains part-time member of responders who are already working in the oil fields. They are trained to form the primary response force in dealing with Tier 1 and will provide standby support in dealing with Tier 2 or Tier 3

    Company has launched the accreditation procedure for IS09000, IS014000 OHSAS18000 approval at 2003, and success passed inspection of DNV by end of 2003. Company is committed to managing effective services in all aspects of oil spill response to all the clients. By improving the work of pollution control and awareness of resource and capabilities, company will continually develop and upgrade up to high level of standard, supervised under 3 systems of management.
